Why are teachers the ones who the fingers are pointed at?

How can all teachers be fired, or even held accountable for poor student performance, when there is no accountability for student behaviors and them not giving 100% effort to work at maximum ability and effort? You don't expect to win a Kentucky Derby by entering a plow horse! You need some quality to work with to expect tip-top results.
